The close fitting 2mm neoprene forms an extra seal over the top of your shoe covers and tights/leg warmers to minimize water entering the overshoe. However, the flexibility of the neoprene still allows for a smooth pedal stroke. With the addition of reflective graphics you also get increased after dark visibility, the movement of your pedaling being more eye-catching to other road users.
